Allows for in-state tuition for 1.) dependent children or spouses of active duty military and reserve members on orders (>30 days), 2.) ROTC cadets and midshipmen, and 3.) Oklahoma veterans and their dependents as long as they enroll in an Oklahoma university within 10 years of their discharge or retirement.
