Key Message

State governments have passed laws to support military spouses being able to transfer a license and transitioning service members to use their military record to obtain a license. The department has contracted with the University of Minnesota to evaluate occupational board implementation of laws and policies to support military spouses. The Defense-State Liaison Office intends to provide feedback to states on this evaluation and ask for assistance in evaluating licensure improvements for transitioning service members in order to improve overall implementation.

State policymakers are encouraged to evaluate progress by occupational licensing boards in making changes to licensing requirements that will benefit military spouses and veterans.

Insights

The Department of Defense has worked extensively with states to pass laws enabling military spouses to transfer occupational licenses to other states and allowing transitioning service members to use their military record to obtain a license. It is not clear, however, how many state licensing boards are making the mandated changes. State policymakers are encouraged to evaluate the actions of licensing boards to improve overall implementation.
