Service members and their families have access to military attorneys for legal advice, but they must generally pay for a lawyer to represent them in court. Sixty percent of active-duty service members are in lower pay grades, so many of them can't afford a lawyer. States are encouraged to establish programs to connect service members with attorneys providing pro bono representation.
