Allow Service Members to Retain Their Earned Priority for Receiving Medicaid Home and Community-Based Services Waivers Final Legislation

AL constitution Article I Section 31 establishes that temporary absence from the state does not terminate status as a state resident. According to Associate Commissioner Courtney Tarver, constitutionally, the resident must remain eligible to apply for, or keep services, even if located out of state in the military. However, criticality of need still remains the overriding factor in driving the waiting list priorities. Service would resume or start upon return to the state, once attaining #1.

Child Abuse Identification and Reporting Final Legislation

Relating to the mandatory reporting requirements of military child abuse or neglect. Requires the Department of Human Resources to make efforts to determine the military status of the parent or guardian of the child; and to further require the Department of Human Resources to notify a United States Department of Defense family advocacy program at the military installation of the parent or guardian of the allegation of child abuse or neglect.

The AL State Dept of Education (ALSDE) provides a courtesy expedited application review to active duty military personnel and their spouses. Alabama professional educator certification is offered on the basis of valid professional educator certificates issued by other states, territories, or DoD Education Activity. AL Superintendents may request temporary licenses on behalf of their employees for up to 4 years. ALSDE provides certificates of reciprocity to recognize out of state valid professional educator certificates and an easy online platform to access the expedited process, apply for certification and access several options for achieving certification at this site through the specialized treatment center: https://www.alabamaachieves.org/support-services/
