Requires retention of placement on the waiting list for specified HCBS waiver programs for an individual who is a dependent child or spouse of an active duty military service member and who transfers out of state with the military service member on orders, and pre-enrollment for incoming applicants.

This measure requests the State Department of Education to establish and manage a program designating schools that support military-connected pupils as Purple Star Schools and use the Military Child Education Coalition for resources and information regarding the Purple Star School Program.

A pupil complies with the residency requirements for school attendance in a school district, if he or she is a pupil whose parent is transferred or is pending transfer to a military installation within the state while on active military duty pursuant to an official military order.

This bill would require the office of the chancellor, in collaboration with the Academic Senate for the California Community Colleges, to develop a consistent policy to award military personnel and veterans who have an official Joint Services Transcript course credit.

This bill would require a county child welfare department investigating a case of child abuse or neglect to determine if the parent or guardian is an active duty member of the Armed Forces of the United States. The bill would authorize the county child welfare department to develop and adopt memoranda of understanding with military installations that would govern the investigation of allegations of child abuse or neglect against active duty service members, as specified.

A member whose dependent natural or adopted child, stepchild, or spouse is in attendance at, or has been admitted to, a public institution, is thereafter transferred on military orders to a place outside this state or is thereafter retired, the student shall not lose his or her residency.

Requires the State Bar to engage with military service providers, along with the other legal aid organizations, veteran service providers, and volunteer attorneys described above, to provide legal services to veterans and service members and collaborate to improve access to and delivery of services.

This bill amended certain sections of California Code to include the United States Space Force among the lists of entities included within the definitions of Armed Forces.
