Mr. Arnold became Northeast liaison in 2020. Prior to joining the DSLO, he spent eight years as a top-level staffer in both houses of the New York legislature, four years as director of public affairs in New York's third-largest city and three years managing several units of county government. Mr. Arnold is a former journalist and U.S. Army combat veteran.

If a dependent of a legal resident is on a waiting list for services to be provided under this title, the Administration shall allow the dependent to remain on the waiting list for services while the legal resident is outside the State due to the legal resident�s military assignment outside the State.

Maryland permits issuance of a temporary educator certificate to military spouses who hold a valid certificate or license in good standing in another state but does not meet the qualifications for educator certification in Maryland, if the individual is employed at a local school district and the district places a request for the individual to receive certification. The state also expedites Maryland certification for military spouses meeting certain requirements.

Improving Endorsements Final Legislation
Out-of-state candidates who have an active professional certificate from another state and three years of satisfactory full-time teaching experience within the past seven years in the subject area on their certificates are exempted from assessment requirements. Candidates who have an active or expired professional certificate from another state and two years of satisfactory full-time teaching experience are also exempted from assessment requirements but must show evidence of completing an approved educator preparation program.
