Mr. Arnold became Northeast liaison in 2020. Prior to joining the DSLO, he spent eight years as a top-level staffer in both houses of the New York legislature, four years as director of public affairs in New York's third-largest city and three years managing several units of county government. Mr. Arnold is a former journalist and U.S. Army combat veteran.

Temporary Licensing Final Legislation
The State Board of Education shall establish a procedure for the issuance of a temporary instructional certificate to a nonresident military spouse who holds a valid and current license or certificate to teach issued by another state for which there is an equivalent New Jersey grade level or subj. A temporary instructional certificate issued under this section shall be valid for 180 days and may be extended at the discretion of the State Board of Examiners for another 180 days on application.

Licensure and Academic Credit for Separating Service Members Final Legislation
Each public and independent institution of higher education, after taking into account and giving due consideration to the credit recommendation of the American Council on Education, shall accept and apply towards an undergraduate degree program appropriate credit for a student�s military experience. The institution may award a maximum of 30 credits for military experience towards an undergraduate degree to a student enrolled in the institution.
