The board of education or trustees of the school district or the state agency responsible for providing education to students with disabilities shall have the burden of proof, including the burden of persuasion and burden of production.

New York's expanded P20 Statewide Longitudinal Data System was unveiled in January 2026, providing cross-sector information access across early childhood, K-12 education, postsecondary education, and the workforce. The system has expanded and standardized data disaggregation to support military-connected children, ensuring families are empowered with the knowledge they need by clarifying requirements, enhancing communication efforts and streamlining access to information. The system was developed using a grant from the National Center for Education Statistics.
