A person on active duty who makes an application to the Oklahoma Department of Human Services to receive any type of state or federal assistance for their self or an immediate family member, and has previously made the same or substantially similar application in another state which was pending at the time the person became a resident of Oklahoma, the Department shall consider the application as if it had been made in Oklahoma at the time it was originally made in the other state.

Directs the Oklahoma Department of Human Services to notify military authorities of certain child abuse and neglect reports; requiring investigation include inquiry about active duty military status; providing for collection and reporting of information to military authorities; authorizing disclosure of records to military authorities without a court order.

Creates the Oklahoma Voluntary Veterans' Preference Employment Policy Act by authorizing private sector employers to have voluntary Veterans' preference employment policies.

Beginning with the 2022 - 2023 school year, the State Department of Education shall designate a school district campus as a Purple Star Campus if the school district meets five designated criteria that supports military-connected students.

Creates the Post-Military Service Occupation, Education and Credentialing Act.

A student shall be considered in compliance with residency provisions whose parent or guardian is transferred or is pending transfer to an Oklahoma military installation while on active military duty pursuant to an official military order. A school district shall accept applications by electronic means for enrollment and the parent or legal guardian shall provide proof of residence by specified means in the school district within ten (10) days after the published arrival date provided on official documentation.

Allows for in-state tuition for 1.) dependent children or spouses of active duty military and reserve members on orders (>30 days), 2.) ROTC cadets and midshipmen, and 3.) Oklahoma veterans and their dependents as long as they enroll in an Oklahoma university within 10 years of their discharge or retirement.

A student shall be eligible to enroll in a statewide virtual charter school whose parent or guardian is transferred or is pending transfer to an Oklahoma military installation while on active military duty pursuant to an official military order. A statewide virtual charter school shall accept applications by electronic means for enrollment and course registration and the parent or legal guardian shall provide proof of residence in Oklahoma by specified means within ten (10) days after the published arrival date provided on official documentation.

The Oklahoma Lawyers for America's HEROES Program, totally funded by the Oklahoma Bar Association with a one-deep part-time coordinator, has volunteer lawyers across the state who give free advice and assistance (can include representation in court if needed) to active duty service members plus honorably served veterans who otherwise cannot afford or do not have access to the legal services they need.
