A child-care facility located on a federal military base or other federal property that maintains a certificate to operate issued by the United States Department of Defense; and military family child-care providers that maintain a certificate to operate issued by the United States Department of Defense are exempt from child-care licensing requirements outlined in Title 2, Chapter 42 of Human Resources Code.

HB 2892 allows for military families (active duty service members, reserve component members, and Texas National Guard) to request a transfer to another district campus or to another school district and mandates the request be approved (consistent with requirements of Texas Education Code Sec 25.035). Important to note transportation will be the responsibility of the parent or guardian when attending a school under this section of Education code.

The law allows the Governor to accept concurrent jurisdiction over juveniles on military installations to help prevent gaps in access to justice for juveniles, victims of juvenile delinquency, and their families. The laws help relieve federal courts of inappropriate caseloads and return the focus of military law enforcement to their primary responsibilities.

Texas Governor Abbott signed an executive order creating the Texas Governor's Committee to Support the Military. The Committee consists of no more than 22 members appointed by the Governor, and shall include Texas-resident veterans, community leaders, and business leaders. As part of the same EO, an "Auxiliary Military Spouse Task Force" was created. The Auxiliary Military Spouse Task Force mission is to study and report to the Committee on how best to enhance quality of life for military families in Texas. The Task Force shall consist of no more than seven (7) military spouses, each appointed by the chair of the Committee, with the approval of the Office of the Governor. The Committee and the Task Force are empowered to address issues including food security, violence prevention, early childhood education and childcare, economic workforce development issues, and other needs of Texas military families.
