Authorizes Texas to become a member of the Enhanced Nurse Licensure Compact

Authorizes Texas to enter the interstate Physical Therapy Licensure Compact.

Approved Texas becoming a member of the Psychology Inter-jurisdictional Compact in Section 2.028, beginning page 52 of HB 1501.

Texas enacted SB 1376 in 2023, expanding Texas Government Code Chapter 657 to require state agencies to provide a military employment preference to eligible veterans, spouses of U.S. Armed Forces members or Texas National Guard serving on active duty, and certain surviving spouses.

Texas adopted the Interstate Compact on Educational Opportunity for Military Children in 2009. The Interstate Compact on Educational Opportunity for Military Children, commonly referred to as the Education Compact, was created to reduce educational barriers and ensure smooth school transitions for military-connected students as their families relocate across state lines. As part of this initiative, the Texas Education Agency created a landing page for military families which outlines the intent of the Compact as well as other non-state specific resources.

Texas further defined requirements and processes to effectively implement the Purple Star Campus Designation (PSCD) program in agency rule 19 TAC §61.1063, effective April 9, 2020. The Texas PCSD was established within statute in 2019. The Texas Education Agency website provides a wealth of information on the Purple Star Schools Program, including application processes, best practice examples of awardees, and press releases.

SB 623, the Vanessa Gullen Act, amended Art. 7B.002 of the Texas Code of Criminal Procedure by adding subsection (b), acknowledging military protective orders "(b) For purposes of this article, a military protective order issued to a person because the person was a reported victim of an offense under Section 22.011, 22.012, or 22.021, Penal Code, constitutes sufficient information for a court to find there is a clear and present danger of sexual assault or abuse or other harm to the applicant."
