Prior to joining the DSLO, he spent eight years as a top-level staffer in both houses of the New York legislature, four years as director of public affairs in New York's third-largest city and three years managing several units of county government. Mr. Arnold is a former journalist and U.S. Army combat veteran.

Allow Service Members to Retain Their Earned Priority for Receiving Medicaid Home and Community-Based Services Waivers Final Legislation
A Dependent family member of an active duty service member will maintain his or her position on the wait list regardless of the member's absence from the state due to the service member's out-of-state military assignment. Upon the eligible dependent family member's return to the State at the conclusion of the service member's military assignment, the dependent member shall receive services if during his or her absence from the State he or she moved to a position of priority on the wait list.
